Of course I said yes, it's a great idea and an awesome addition to the forum! We are, IMO, the 2nd most organized ETS2 community out there (2nd to SCS themselves)

Second to SCS themselves but NOT their forum which is a mess at the best of times...

Just one small improvement in local languages subforum name:
"Eesti/Latviešu/Lietuvių

Because that will loks correctly. Just for comparision:
"Latvijas" - adjective word which giving to all country (Latvia meaner)
"Latviešu" - adjective word, which giving to language (Latvian meaned)

And about Estonian language forum... I think, there need to ask Estonian community, where we can merge Estonian forum: with us, Baltic's, or merge this with Finnish forum (because Estonian language is more similarly to Finnish, than Latvian/Lithuanian). But again, there need to know Estonian community's opinion first.

Actually - better to stick Baltic Sisters together and make one sub-forum to them, I don't think it will make confusion what you are started to read Latvian tutorial, not Lithuanian.

Latvia and Lithuania are Baltic sisters. Estonia is Baltic brother. That's my stereotype.
