As long as it's more to scale than ETS2, I don't mind them only releasing one state at a time.
If there is one thing I don't like in ETS2 then it's the 1:19 or something scaling. Much rather see 1:5 or something like that.
This would give the opportunity to make more diverse and real intersections and cities.

Dude, you are asking to make a 1:5 map of a country that's thousands of kilometers wide and one, two thousand kilometers north-south. Making such a map would take a tremendous amount of work!

I mostly agree with you on the first point, if they are going to use roughly the ETS2 map size for California alone, it will be completely fair to release only one state in the base game. Not good with scaling so I have no idea what the scale would be if California is same size as most of original ETS2.
Spending an hour to drive across Europe gets boring fast imo.
I'd have no problem spending that time just driving Bergen - Oslo. Thats maybe 450-500km in an hour.
