This looks similar to an issue awhile back that occurred in Hungary. In the Hungary case, the gas station prefab had the "Use Semaphores" option set.

Actually, this location is in Hungary, the border with Austria is just West of there. This location is the same as the second location in post [#3254][2.0] Hun:Cars block the road at exit gas station.

I found these sign posts at the point where the AI Vehicles stop.





I am guessing that this could be the problem. Maybe the AI Vehicles are confused with the sign post.

That is an interesting sign face. There may be something unusual with your set-up (maybe a mod conflict or a corrupted file), because the signs don't look that way for me.
