[Fixed] [#3204][2.01] Cars spawn on train tracks

At the Frankfurt Airport and train station, you can see cars spawn on the train tracks. Also, this is visible from the road:

This was marked as fixed previously, but it seems the fix didn't take. Looks like this bug will need another pass to fix.

Previously reported [#3204][2.0]Error at the Frankfurt airport. I had independently found this issue a few days ago, discovered that it had been previously reported, and I added map coordinates to our bug tracking system as the original posts did not include coordinates.
