I also confirmed this. It is caused by the city-bounds box set (I think incorrectly) to a size of 100x100 units. Only the area within the city-bounds (the pink box in the picture below) will have the city timescale (1:3), everywhere outside of the city-bounds box will have the highway timescale (1:19). This also has the effect of making the city difficult to mark "discovered", as you have to drive through the box to trigger the discovery. The city's hotel, a neighboring building, and a portion of the expressway tunnel are about the only areas within the city-bounds box.

I added the red arrows to the picture to draw attention to the city-bounds box; I also added the blue box outlining the Hotel.

I have reported this issue in our bug tracking system, bug #3894. We will see what the developers say about it.
