Maybe I'm wrong but there ain't any prohibition on that respect. What the government is trying to do is forbiding truck on conventional roads IF there's a highway next to it. Unfortunately truckers opposed and asked for subsidies for doing that. Last thing I know is they changed the plan to a experiment with a few road sections.

I dont know if that law is operative, but im not going to lost the big amount of amazing sceneries we have in standart roads just because the toll roads need money and the goverment decided to do that for earning a lot of money for themselves
