I like that color picker feature,but I don't have Scandinavia DLC and I can't use this mod.Can I get the custom colors from the def file without using the rest of the mod?

You can manually copy the colours from the generated def file into another def file. ;)

So I must make another mod?

Edit:
I opened the .def with WinRAR.What should I extract for the Color Picker?

Color information, among other things, is stored in file /def/game_data.sii
