As a debugging step, we always recommend trying to run the game with only ProMods loaded in your profile (your game log shows you have both ProMods 2.03 and Project Balkans 2.03 loaded).

As specified in the SELF-HELP GUIDE, please check if you can open the promods-def-v203.scs file with WinRAR or 7-zip, and test the contents (both programs include a "test archive" button/function). If the result of the test shows errors, try to re-generate your ProMods def file on the Download page.

Given all of the "Failed to open file" type error messages in your game log, I suspect there is a problem with one or more of your ProMods package file(s). Can you post a screenshot of your mod folder so we can see the file sizes of the 6 ProMods files?

We need to see your mod folder, in Windows, to see the file sizes. The Mod Manager does not show this information.

What was the result of testing your ProMods definition file?

Thank you for providing the requested screenshot of your mod folder. Your promods-assets-v203.scs file is not the right size, it should be 1,427,354 KB. Try re-extracting the file from the 7-zip archive.

ProMods is packaged inside a multi-part 7-zip archive. Using the "free download" option there are seven parts (.001 thru .007). The .scs files are inside the 7-zip archive and must be extracted using either 7-zip or WinRAR application. There is a tutorial which explains how to do this:
