Reason is that the connecton between Kalipeda and the rest of the Europe will be better than going around Kaliningrad. Plus I remember that a lot of users wanted that area, and I mean really badly, like if their lives depended on it.
But in real life there is only one connection between Klaipeda and rest of the Europe like it is now in the game. Nobody goes through Kaliningrad, because you will loose a lot of time on the borders and all that paperwork. You know, Promods is all about realism 
ProMods is all about realism so if a city or road exists, it exists in ProMods (if it fits the scale and there's space for it)
