Those two cities will be rebuilt eventually but you shouldn't hurry up the developers as that just actually slows them down.

Yes I know, but the cities doesnt feel like amsterdam and rotterdam, and antwerpen does it looks like how it is

The main problem is probably the space that's available to rebuild those cities...
If you leave Rotterdam you're practically already in Amsterdam and vice versa...

They didn't make it too short; that's just how brutal the scale is. And we just have to cope with it.

Ow ok, but scs has also the option to make it 1:6 like tdm or 1:1 like me and rotterdam map does

They can be but then the whole map needs to be rescaled. That's why 1:6 and 1:1 Netherland maps are standalone.
