So you cant expand to Belarus And Russia because of Rusmap?
No idea if there's road connection, I know it's close to Belarus but maybe a road from Kyiv is better idea. Anyway, some people were against including it, some wanted to have it in game... It's still a bit far until PM reaches there with Ukraine Project.

Why would you avoid it?
I suggest using the search bar for such questions in the future..Belarus and Chernobyl questions have been answered tons of times already.

Beacause it's very hard to get in the country. You need a VISA that requires a lot of paperwork, and when you get in the country, if they see you are a foreigner, the Police will stop to check your papers/visa all the time. It'll be much harder for foreigners such as you - if you are citizen of countries such as Lithuania... Poland... Ukraine - it could be much easier. Also, language barrier will also be a struggle so... you at least need to know some Belorussian or Russian... and VISA...

Hmm true. Though if you were going to Russia from an EU country it would probably make sense to go through Baltics and stay inside the EU for as long as possible.
