The Arabic signs are not necessary to my opinion. The Moroccans who couldn't read are not driving anymore they are to old, the new generation took over the driving part. But there is a back story to this, the Moroccan king has its own institution that helps the moroccans outside of morocco to get to morocco because tourisme is a big income. So every year 2.5 million moroccans take the car. To help these people they build some sign's and rest area's along the route (biggest one is in valdepenas) with mosque's, info points and small medic help for sick people. I hope I explained why there are Arabic signs in Spain.
