[Fixed] [#7594] [2.11] UK Speed Limits

Not so much an isolated bug as a series of minor mistakes across the UK. It may just be that I use the car (rather than lorry) limits, but anyway:

Promods: On motorways, sometimes a 'de-restricted' sign changes the speed limit to 60mph (97kmph).
Real: The sign only indicates a 60mph limit on single-carriage roads, not dual-carriageways or motorways, where it means 70mph (113kmph)

Promods: In Scotland, "SLOW" on the road appears to result in a change in the speed limit to 40mph (64kmph) without an accompanying road sign.
Real: Having this on the road is used to inform drivers that they ought to slow down, but does not actually change the speed limit.
