There will be no Iberia/Spain/Portugal DLC I can 90% be certain of, as a DLC like that would mean that everyone would have to buy Vive La France to have it. If people didn't have to buy Vive La France, then there would be like 2 ferry connections to the peninsula which is not how SCS roll in my opinion.

1. As you mentioned above, there could be a ferry connection from real routes (Plymouth UK -> Santander ES) or (Civitabecchia IT -> Barcelona ES).
2. They could make one exclusive free road taken from the Vive la France DLC that would be going to Spain (e.g. the E15 [From Lyon A7, intersection in Orange being the A9 to the spanish border], going to Barcelona).
3. The most capitalist idea, that would simply be to own the Vive la France DLC as a requirement.
I only want to say that every european country must have the same rights of appearing in a european game than any other country, something that at least I'm happy to see that ProMods is doing that.

I think there's also a fourth option: some kind of time warp when you cross the area that you don't own. I've even heard here and there about ideas with train depots.

Do you mean price ? Because size is the same, state by state, or in a big bundle. There is games +50Go in size on Steam. At least it will not be the first time that you can buy every DLC in a single bundle for less money than the total of all single DLC.
EDIT: And a bundle doesn't exclude a ferry or railroad connexion with the rest of the map. Anyway, I imagine that SCS allready has a solution, because selling only DLC by DLC could be a problem since the launch of ATS.

Of course they are huge DLC packs (as a fan of Paradox games I know it very well), but they are never interdependent: in Europa Universalis IV you can have the combination of DLC that you want. However, unless SCS finds a solution, those who want to play for example the "Nebraska DLC" (coming soon Summer 2025), would have to buy the "Colorado DLC" which would also require the "Utah DLC". And that's hard to sell to the public.

If we're talking about Spain, I hope the next added regions will be less "full" of stuff as they are now. I mean, I love the detail and all, but the road constructions and flow combined with the FPS drops that people have even on 1080's kinda kills all the hard work that went into those parts.
Realism is great, but it's still a game, so I hope further development of Spain will keep that in mind and instead of trying to put everything in will have a list of:
- Needed
- Would be nice
- Icing on the cake

Maybe he is talking about Nvidia graphic cards?
In my case, i have a GTX 680 with a 1080p resolution and all of the graphic game options at max and for me promods Spain is allright, except Barcelona but it's playable.
But i can't play with Jazzycat traffic mods, these makes my game laggy as hell.
