You can't; All map DLCs are prerequisite, because ProMods use a lot of assets from all of them.

Version 1.91 is the newest one that doesn't require any DLC, tho it's kind of nothing comparing it with 2.20.

No, you will also have to downgrade the ETS2 to version 1.18 / 1.17.
