no - he means that after such a DLC would be released, he and realdeal would rebuild their area with the new asserts from the DLC and then bring it back.
SCS would never use ProMods stuff to make a DLC (that would not make any sense).

Very nice work I can not wait to roll on the next version! On the other hand I noticed that there is a lot this sign at the entry of the highways.

To be honest I'd rather buy this Iberian Peninsula ProMods map, than the SCS Software one...I don't have nothing against SCS but this is looking fantastic so far. I'd say keep up the great work guys!

I've a very similar position the content of Ivan (and others ) looks far too nice to be deleted soo I'm for no more map dlc in ets2
