Keep in mind that many players have no clue about editor usage, they want to use other mods too and they just want to launch the game and play. If it's not possible - don't release the map and work on a fix ;)
As I understand it he have tried to fix it in all ways and asked many people but no one could find the problem.

Well, I wanted to help once but couldn't find the problem indeed. It's hard to do if it's not your own work. I think you know what I mean. If you have to use somebody else's PC, you have to get used to it first. Everything is organized in a different way. So the only person who can fix a mod in the most effective way is the creator himself.
If it didn't work since the very beginning, why not start from scratch and don't let this problem happen? Waste... 10 hours of work, not 1000?
Now it's impossible to throw it all away, after spending so much time on it, right? So if you start a mod and it doesn't work since the very beginning, maybe it's better to do that small amount of work again, check if it works in game this time and then continue?
What if this problem never gets fixed? It's not magic, it won't suddenly happen ;) The sooner it's fixed, the better. If it still won't work after few years, when whole Switzerland is done, then Minecart11 just wasted those few years, because nobody can enjoy his hard work... If you have a problem, solve it immediately. Don't wait, don't make any progress or it'll just waste.

If our WIP version of ProMods is crashing for some reason (dev mistake / game update), we solve it first and nobody works in this time, because it may get deleted anyway to make PM stable again. When the problem is gone, we continue developing the mod ;)

How big is the map?

1 km in-game is 1km in real life. How big is for you Switzerland in real life? So is this one.

Major update on the quest to fix the map:

I have finally figured out the problem. It wasn’t displayed in the log until the latest update. Apparently in the City def files the country needs to be “switzerland” and not “ch.”

I am planning on releasing the latest version hopefully over the weekend. Major changes have been made to several parts of the map. A complete changelog will be included in the next update post.

I will also be putting the mod on the SCS Forums now that the mod actually functions.

Update V0.1275 released.

Changelog:

Reworked most of the A1
Lausanne Interchange completed.
Fixed the bug preventing you from playing the mod from the profiles page.
More detail added in many areas.
