They look pretty much like the official sign for passport control. Seeing as they are also right at the border between IL and EG, I'm going out on a limb to guess they are.
Just out of interest: is the border open again? I though it was pretty much closed since the beginning of the "Arab spring"?

As far as I know, the Israel/Egypt and Israel/Jordan are open. However, crossing (with a vehicle) is certainly more complicated that it will be in the game ...
