Small countries like Andorra, Luxembourg, the Channel Islands and so on.

Apart from that, Eastern Europe is pretty nice

I love to drive in the top scandinavia countries. Mostly because of the scenery, especially Norway as depicted by my profile picture (see license plate):

Spain is my favorite country, because it's very realistic, beautiful and there are many roads and many cities.
After Iceland, Russia and Andorra are also very good and realistic.

Depends on whether we're talking about vanilla or ProMods. ;)

- In vanilla, it's always the latest DLC due to the constant increase in map quality. But practically, Scandinavia and the map DLCs released since then are all a joy to drive on for me.

- In ProMods, if I'd have to name one favorite, that would probably be the Autobahn Rebuilding Project areas of Germany, as they are leagues ahead of the original vanilla Germany that I remember way too clearly. It needs to be said though that I prefer all newer areas in ProMods as well, compared to older segments - cities and routes that didn't change much since 1.xx obviously look more dated than more recent areas.

Yeah, it's very realistic and beautiful. Drive on the road Toulouse ---> Andorra ---> Barcelona in Promods is fantastic.
