This is untrue, we have constantly been adding new content.
The reason for the delays in Spain is that those areas were not ready yet, and have only recently been finished (probably about 4 or so months ago).
Ciudad Real and surrounding areas are now parking for the "next major update" which will be 2.50
Secondly all development in Iberia has been halted due to the Iberia DLC being in progress so there was no urgency to finish any other work here.

I hope that in the Iberian DLC they do a good job with large cities such as Seville, Valencia, and especially Barcelona and Madrid with all the highways they have.

i was talking about the Spain content, but i got it.

What if the dlc_iberia will be less good than the Promods's Spain? Because replacing a work by a work that is'nt better is unfortunate. What a shame.
And also the work of Spain devloppers is really great.
And also, in MY opinion, by considering the damn 1:19 scale and also by having a look at both google street view and Promods's Spain map i really think that the chances that scs release a Spain extension better than Promods's Spain is really poor.
I just wanna know if the Promods's Spanish part will be, in any case, replaced by the dlc? Or are they any chances that the Promods's Spanish part won't be replaced?

EDIT : the release of the dlc_iberia can be a source of a lot of prefabs, assets for improving the realisme on this map ^^

It is really cool to have Portugal in the Iberia DLC. I am really looking forward to the new ProMods' content in the Iberian Peninsula Project in Spain and Portugal. When the road layout is kept like it is now but with the new assets, it will become one of the best parts of the ETS2 ProMods map.

Surely the Iberian DLC will be the best of all and very big both as roads and as cities
