This happened to me after I came out of the Egypt-Israel Border Checkpoint.
I am only using ProMods, ME-Addon and TCP.

I can remember that someone reported that in the Beta test internally in the bugtracker too. (At a different location) but it was never reproduceable by someone else.

It happened to me three times alredy at the Egypt-Israel Border Checkpoint. Some had a few delays.
This also happened on other spots. (For Example: The Israel-Jordan Border Checkpoint to Aqaba or the West Bank-Israel Border Crossing)

I can't reproduce that issue myself.

I tried reproducing the issue multiple times by passing the border checkpoint and driving to the first intersection following that (passing beyond the provided coordinates). Unfortunately, no luck on my end.

When approaching Mafraq, sometimes the labels and icons in the GPS map will starting moving to the lower left while the roads remain the same. Seems it only occurs with the 2 furthest out zoom levels. The icons and names will move to the lower left and then reset back where they should be and then move again.

I discovered the Hire Agency in Mafraq and the issue seemed to have stopped. Just kind of odd why it did that...

This sounds like to be the same issue as this:

Unfortunately this issue seems to be very hard to reproduce, and currently we have no idea what may trigger it... :-/

Ahhh yes, I was trying to search for this and couldn't find anything (I guess I didn't use the correct search terms). Yes same issue...
