I don't think it's a matter of choice. The game has to generate emergency vehicles as part of the traffic flow, and if a country happens to not have any local variants defined, it'll use what it can.

That is not true. How would you explain then, that there are no emergency vehicles in SCS Romania, Turkey, Poland, Hungary etc. and none spawn there? SCS did not add them, there are none in traffic for these countries. Don't confuse it with police vehicles, those are compulsory in traffic per country, but that does not apply to emergency vehicles - ambulance and firetruck. And it was not accidental spawn, because I saw only Russian emergency vehicles (which is hapless choice as there is anti-Russian mood in Georgia afaik).
