That list looks wrong to me...
Lithuania is somehow too close to the top of the list.
Because there is a lot of roads in the country, which aren't perfect. Or at least, weren't few years ago.
Even A2 (Panevėžys - Vilnius) has marks on first lane from way too heavy trucks, which are going to the capital. Well, at least it had two years ago, when I used that road.
I'm think, that you saw in internet, that Kaunas has roads, which are similar to surface of Mars.

And if we remember 2014 Rally Poland (which had one day in Lithuania) when half of race was canceled because of terrible road (Rain made roads very soft)...
The most important problem with the roads of Lithuania is the safety, because quite often (at least few days in a week) you can hear in local news that someone crashed his truck in Via Baltica.
But, main roads of Lithuania are quite good.
I saw, that Latvia is close to bottom. That's true. Road from Jelgava (LV) to the border of Lithuania is terrible. It's impossible to go fast (I mean to reach 90 km/h) if your car is old (about 20 years) and it's fully loaded, because you will destroy it.
