As long as the map addon does not touch the other sectors of other map mods/addons, it will be compatible.
Unfortunately Lviv Oblast addon does not work with Poland Rebuilding at the moment. I wonder if there's a mod fix for that.

Couldn't this be somehow merged with Lviv Oblast expansion maybe to one mod? I know the sectors are not really connected directly, just pointing out, with the situation right now, it's a little confusing who'se done what..))

Maybe one day, if we need the same sector. But there is no reason for the moment. You can use both without any conflicts. Even more You can use Western Ukraine with Poland Rebuilding, if you wish, but Lviv Oblast is incompatible.

I believe ProMods is working in Western Ukraine so I decided to not touch these sectors but create something new from the scratch.

Yes there is a plan to create Zhytomyr and connect to ProMods by highway E40
