I think Sibir Map has to be above Great Steppe, I would also place it above RusMap.
Don't use Great Steppe Model 2 when using RusMap.

You need to download TGS 2.0, use during installation only those files that you extract from the archive. (you don't need to use a connection via Ershov with 2.0!)
