[Fixed] [#30225] [2.51] Incorrect Speed limits in Bayonne

Majority of Speed limits in Bayonne show as 80 km/h rather than 50 km/h like they should. The speed limit changes on the GPS just after passing the hotel in Bayonne and doesn't solve until going on the road leaving the city where it changes to the correct speed of 50 and then 80 after passing the leaving Bayonne sign.
