The Hwy 17 access to Surrey is traffic light intersections with a speed limit of 50km/h for those zones. East of there the speed is signed 80km/h or, I think, 60km/h and the game recognizes that correctly, but the AI traffic still keeps the 50km/h speed limit and makes it a painful road to drive on.
I currently don't have coordinates, but the area in question is within this outline anywhere a speed limit is entered higher than 50:

I did experience the same when I drove pass the same stretch, but I had a traffic mod enabled so can't say for sure if it's a Promods problem.

If you confirm the fault without mods, you should file a bug report.

I've also seen that, as well as traffic adhering to the 'recommended' speed in corners rather than the speed limit, but like yaumeister I am using a traffic mod so I cannot tell if this is a map issue.

I was able to reproduce it with only ProMods enabled. It affects only ai vehicles but it doesn't happen always. Anyway i added to bugtracker as #28769.
