I read here that the ProMods Canada - CanaDream rc is no longer required? I haven't test it yet, but is it true that the rc is obsolete with ProMods Canada v1.0.1 and CanaDream v2.40.1?

It's not true.
Without ProMods Canada - CanaDream Road Connection you will have city name conflict and broken roads
