no, that is not possible.
You can play with 2.52, but then ProMods Spain overwriting SCS Spain.

The 2.55 mod does not contain Spain. If you have DLC Iberia, it will add Spain. If you do not have Iberia there won't be Spain.
The 2.52 mod contains our version of Spain. If you have DLC Iberia it will still show our Spain (overwrite SCS), if you do not have DLC Iberia you will have our Spain.

Regarding this blogpost, and the fact that the road layout in the Pyrenees area almost scream at a third (fourth ?) Pyrenees crossing (notably the added road between Toulouse Lasq and Bayonne on the french side, which make really sens if a third crossing is planned), have you considered that maybe SCS will add a third (fourth ?) crossing (probably the E-7 one, using the Somport tunnel) in a future update ? Maybe even 1.41 or 1.42 ?
If so, will this delay your merging work ? As it would be sad if the work has to be done twice.
