Unfortunately that's not possible with this mod, as he has chosen to lock the archive for editing. Mod author will need to update the mod before it becomes usable in 1.41 again. Well, there is a way, but out of respect to the mod author I won't divulge it here.

I've just changed the manifest by putting a # before "compatible_versions[]: "1.40.*". I will check later if the mod can be used in ETS2 v1.41 in my global map combo.

It looks like you can use the current version of Latvia Rebuild. I recently loaded it up but haven't done some extensive testing yet.
However, in order to edit the manifest file, you're going to have to use the scs_extractor, edit manifest.sii, and repackage the scs file using 7-zip.

I just drove in the Riga area and also thru Jurmala. All seems well, and I didn't crash.
P.S. You also can use just 7-Zip. See here how to extract it.

It does not work for me I have downloaded it everywhere and could not open it because it has been locked, I happened to delete my old one and it could be opened and changed ...
