I don't see anything else wrong than loading order

PM is massive mod and game buffers should increase:
See your documents\ETS2\config.cfg open it with notepad and find
uset r_buffer_page_size "10" and change it:
uset r_buffer_page_size "30"
Save and exit
Then go steam library - ETS2 - properties - set launch options box and add this:
-mm_pool_size 8000 -mm_max_resource_size 100 -mm_max_tmp_buffers_size 1000
Save and exit.
