[2.51] Missing garages in Poland preventing Property Magnate achievement?

I bought all of the visible garages in the game, which appears to be 325 total. However, the achievement didn't trigger and upon loading my profile, I get the following three errors:

00:01:24.172 : <ERROR> Garage spawn point not found! (bbiala)
00:01:24.172 : <ERROR> Garage spawn point not found! (krosno)

Gdynia and Bielsko-Biala are in the game but do not have garages, while Krosno doesn't appear to be in the game anywhere at this point. Krosno appears to be off 19 south of Rzeszow according to Google, and it's definitely not on the map. Would these errors be why the achievement isn't triggering? ProMods is the only map mod I'm running currently, for what it's worth.

Not necessary, but possible yes because it's only Gdynia that is SCS Software city.
Anyway this is not easily fixable, so it's not a bug.

It's possible with a workaround that is just load to vanilla, buy all garages that is possible, recieve the achievement and then sell some garages that is not in ProMods before loading into ProMods.
