You can delete cookies from the navigator, and after it, you can download again. It resolves my case.

It showed me the same message, but it was not true that it tried to download more than two files at the same time. One of them gave an error, and when trying again, the lock came out.

You should pay a little more attention when you select the standard download option at step 2.. It's not exactly difficult to see

clearly you have been too impatient and downloaded too many files too quickly

all you can do is be patient and wait

two problems:
1. On the blocked page, the "Need help?" link on the top right hand corner lead to https://freedl.promods.net/pm261/help.php , which display the same message as the blocked download page, thus providing no additional help to users.
2. The top reason of blocking it listed is, "There are several reasons why this could happen: You've attempted to download too many files at once despite the warnings.", but I do not recall existence of any such warning throughout the entire download process that tell people it cannot be done.
