How to pin cities on the map?

I just wanna add back cities that were removed in 2.62, only from when you look on the map tho. Like for example Igoumenitsa port in Greece. I tried adding igoumenista.sui file from Promods 2.62 def file into the 2.64 one and I also included it in city.promods.sii under Greece of course, but it seems it isnt enough.
