You can look for a "Realistic fuel prices" mod that includes Portugal to temporary fix the problem until next promods update. You have to activate it above promods def file in the mod content manager.

Can’t seem to paste in a screen shot. But I stopped for fuel in Bejas, Portugal. I believe it is one of the Promods addition to the map.
I was charged €157.00 per litre. For a total of €29,832 for 190 l
Luckily I’m rich!

This is already known bug that you should have checked in Known bugs ETS2 list and also already reported in internal bugtracking system with the case #38903.
Also it's fixed in WIP.
