[Fixed] Speed limits wrong for portuguese highways

Hi guys,

This bug was corrected by SCS in vanilla game a couple of builds ago, but I still can see it in Promods. Speed limits in highways should be 90 km/h, not 80. Just like Spain. I couldn´t find any report already made, sorry it was already posted.

On the 2.66 version, the bug seems to be fixed.
