I am using promods 2.68 europe, and i am not having the more detailed Bucharest map.
If i use the promods classic my romania map gets a lot smaller.
Can you help me with an advice?

The current development of Bucharest is a work in progress and isn't publicly available just yet. It will be made available when it is finished.
ProMods Classic is a special mod that brings back ProMods from before the existence of the DLC, of course the area is smaller than before the DLC.
If you want a bigger version of Bucharest then all you need to do is wait
Also I cannot comment on the contents of Ro-Rebuild because I am not familiar with this project
