You need to have Developer Mode enabled to use the F11 bug report feature. Open the config.txt file in Documents\Euro Truck Simulator 2, and edit these lines:
uset g_developer "0" to uset g_developer "1" and uset g_console "0" to uset g_console "1".

Hitting F11 will then enable you to save a bug report in the bugs.txt file. Using Shift+F11 will save a screenshot as well.

I found the file and try to do the changes but even when I save the corrections the lines change back to "0", I'm thinking about changing the lines and then set the file to "read only" but I don't know if that will mess my game.
