Nope, because Mandel said there's a lot of speculation about Romania, so most likely they won't come.

They said that both DLCs will be required after 1.9 (meaning version 2.0) so Romania can't be released without Going East DLC.

Version 1.9 to be the last version that will not need any DLC installed
For me is better that from version 2.0 this mod to require both DLC's

Not a developer, but Mandelsoft stated that they want version 2.0 to be the one including the DLC.

When we are going to add the DLC requirement, we'll start series 2.0. The whole 1.x series does not require the DLC, while the 2.x series does. This is the logic behind the version numbering.
MIRFI, however, wanted to get some parts of Romania into 1.9.
I think it's unlikely that Romania will be added to the already feature-rich 1.9 release...

@Memphis84 I don't like sharing too much and too much bling about the map, because I just want to see it finished. The idea is that I'm trying to get western Romania soon, in 1.9.

There had been a lot of speculation about release dates for Romania, because of the lack of free time I'm dealing with.

Haven't talked to MandelSoft yet. I just talked to Nico last week about this matter and we agreed for 1.9. My work will be done till 1.9, it remains for the team if they will include Romania now or later.

Now it's all a matter of the other devs opinion on whether it will be added or not.
