Only 1% of people wont buy the DLC so its unnecessary for the developers to make 2 versions.

1.91 (+ the 1.17 fix) is the same, just with ProMods Scandinavia instead.
However, 2.00 and newer versions will be DLC-only.

No....For example : Scandinavia DLC have a lot of objects what are useful for re-building Scandinavia from 1.00 version.Of course some of the objects,prefabs,companies,textures are so useful to modders,but you fully can't access them if you don't have DLC.

Going East! isn't that useful,but after 2.0 you will need it to play and drive in Eastern Europe - Lithuania,Latvia,Russia,Ukraine and so on....

Like ŽelvaCZ said : only small amount of people will don't bought it....Dude,just buy them in Summer Sell in STEAM or just bought it now and you will not have a headache

It would be not only a massive headache, but bloody near impossible to maintain two divergent maps.

The 1.95 is the same as 1.91 with the addition of DLC compatibility.
If you don't want or don't have the DLC you should use 1.91.

No there won't be any more updates for people that don't have both DLCs.
All future ProMods packs will require both DLCs (East and North).

Heck, it's already hard to maintain just ONE map version. Two versions is practically impossible to maintain.
