That is true,because not all of the traffic lights have those upper lights on them,i mean only some traffic lights have them and not all.Also it would be nice to add arrow lights to some of the traffic lights in Finland,because we have them too,because i know it is now possible to add them to ETS2.

I'd like to point out that not all traffic lights in Finland which feature the lights above the lanes as well have the lights arranged horizontally. In some cities, like in Helsinki for example, the lights are placed vertically.

We are limited to one traffic light set per country only. We can't take all subtleties of traffic light layouts in different parts of a country into account...

why that is not motorway? There is motorway going throught Oulu to Tornio. But it is not fully motorway.
