i am trying something new and i need some help. i am going to try to streaming and dont know how to make it work. I tried a new and the last time it keeped buffering on my end on twitch. any tips in how to get started. i am using GeForce Experience..... please i could use your help

I recommend Open Broadcaster Software. It can be linked directly into your Twitch account and it looks like it does not buffer at all allthough everything depends of your internet connection quality and speed.

Shadowplay, what I assume OP is using, allegedly doesn't have as much of a performance impact since it offloads some stuff to unused parts of the GPU. However, OBS shouldn't put much of a load on to begin with and it works fine with virtually any hardware, provided it's inherently fast enough.
By the sounds of things, you don't have the upload speeds necessary to Stream, at least not at Shadowplay's default settings. First thing you should do is cut the stream quality settings down, hard. Cap the bitrate to about three quarters of your Speedtest upload result, then lower the broadcast resolution until you get the image quality you want.
When I streamed, I played in 1080p60, captured in 720p30 and broadcasted in 780x438 using a 1.75x downscale and limited the bitrate to 1Mbps. That's about the best I could reliably get through on a 1.5Mbps connection.

my upload rate is 2.30 ish. and will there be an delay if i use OBS . and when i was watching on my laptop the stream looks like it stop. so when i go to speedtest.net i want to choose the server that is the closes to me right.

There's a delay regardless of what streaming software you use, Twitch engineers in a delay. You can see this in the Stream Stats window when watching a stream. The lowest I've ever seen is seven seconds, average is about fifteen.
I would run a Speedtest to a server closest to the Twitch server. I think there's a list of them somewhere. 2.3Mb/s still isn't really enough for even 720p as far as I know. Lower the broadcast resolution until you stop dropping frames.
