Maybe it possible to add trams as movers in the areas, where rails are seperated from the road, such as: https://www.google.com/maps/@56.9873293 ... 312!8i6656
And perhaps add an invisible wall near the rail.

Sorry I should have been a bit clearer on that it is indeed the Euro Police Car have been "testing" it and as the author stated if you have any other AI traffic mods enabled there are only a couple whereas if there are no other AI mods enabled it's like someone shouted free beer
Having said that it's not bad on face value if it's accepted that you tolerate a few cop cars and still run the AI .
