Hello to all,
I'm working on my map editor, I can not figure out how to find the coordinates of the city to be included in the file exaple roma.sii

map_x_offsets[]: xx
map_y_offsets[]: xx

Where do I find the right coordinates?
Sorry for my bad English :)

You don't need them. You can just write 0 here.

That is, if you want to appear a city smaller on the map you'll have to set y or z coordinates, not sure now. Check DLC port cities' def for information.

The coordinates are not needed
You can place from inside the map editor. Press E to place new object and then on the drop down select "city" then place it and use item properties to select the specific city

I recommend you unzip promods def.scs and model your own def folder off of that.
