Thank you for sharing the loading order. It helps since the order issue confuses me.
This time I follow the order and use all mods from Rusmap to Paris as the list shows.
But the map shift problem still exists.

Then post a Screenshot of the Map. Loading Order looks fine now.

Here they are. Not check all the maps.

This is normal Map. It's not always possible to contain everything in the correct country. This is not a bug.
