While the date is just a stand in so that they can put up pre-orders, the image and details came from one of the publishers. So I would say that it is likely they plan to release add-ons state by state.

Personally I don't believe I will be buying ATS, i'm more into Europe/UK. Though it does make one wonder how they might chose to do a future ETS brand? Start with a country on a larger scale and work out with addons?

You have seen it before how they will do ETS2.....

I didn't mean ETS2 Nico. I was referring to future titles like ETS3 should it ever happen.
