So if I want use ProMods I must have all DLCs? I have only going east and scandynavia. I downloaded ProMods v2.11 with v2.12 def and steal doesn't working. Mods are not compatible .

ProMods 2.11 with the 2.12 DEF is indeed not compatible. There is a reason they've got different version numbers
To use the latest and greatest ProMods version, which is 2.17 on ETS2 1.27, you indeed need ALL map-DLC.
If you only own DLC Going East and DLC Scandinavia the last version you will be able to use is ProMods 2.12 on ETS2 version 1.26.

Steal doesn't working , I have 1.27.2.9s version ETS2, Can I change this for 1.26.x ?

Yes, you have to downgrade to 1.26 as said above.
