This is not a ProMods bug, but a conflict with an other mod - D.B Creation , they need to update ...
So, either wait for their update, or disable DB Creation.
I had the same issue (and some other people as well) , see :

Wall across the street on sweden E6 near toll booth

Hello,
i'm on PM 2.63 and ETS2 1.46 2.17s. On the E6, there is a wall across the road right in front of the toll booth. Other vehicles can pass this (look at the truck on top) , but I can not. So I could not complete my order (5500 Km) on the last few kilometers. Annoying.

This is not a ProMods bug but a mod conflict. Are you using Real European Gas Stations or similar mods?

Don't know if D.B's Creation update is released yet.
So, update DB mod, or simply disable it, and wait for update.

Problem solved. It was indeed DB Creations Environment. Uninstalled and OK.
