Answer #1: Yes, if you have both East and North, then it will work.
Answer #2: ProMods relies on DLC assets, as previously stated.

Just for the sake of explaining what "assets" means, the two DLC packages add a lot of new roads, junctions, bridges, buildings, regional housing, signs, trees, grass, fields, monuments, and so forth.

Yes, that is correct.
DLC North = Scandinavia DLC.
