Well, about the tank.. First of all it was located in Moldova, which was part of the Soviet Union until early 90's. Soviets had a very strange habit of exibiting old military equipment like tanks, fighter planes in their cities or their countryside. It was a common practice too in other non-soviet communist countries (Romania, Bulgaria etc.).

You can see WW2 being exhibited publicly in a lot of places, like Normandy and the Ardennes. They often serve as some kind of memorial for the heavy fighting that has occured or other events involving force/tanks. In this case, an old Soviet Tank in a square in Moldova could reflect to the Soviet oppression that has lasted for nearly half a century
